December 15, 2022 · The House vote on H.R. 8393
The House Clerk’s roll call records passage of the Puerto Rico Status Act by 233 votes to 191, with six members not voting. The affirmative votes included 217 Democrats and 16 Republicans. This was a House vote; it should not be described as Puerto Rico becoming a state or as the bill becoming law.
La votación nominal del Secretario de la Cámara registra la aprobación de H.R. 8393 por 233 votos contra 191, con seis representantes sin votar. Votaron a favor 217 demócratas y 16 republicanos. Fue una votación de la Cámara; no significó la admisión de Puerto Rico como estado ni la conversión del proyecto en ley.

The Puerto Rico Statehood Council welcomed Senator Martin Heinrich’s introduction of S. 3231, a Senate companion to H.R. 2757. The proposal presented statehood, independence, and independence in free association as choices. Its introduction belonged to the 118th Congress; the historical announcement should not be presented as a newly introduced bill in the current Congress.
El Puerto Rico Statehood Council celebró la presentación de S. 3231 por el senador Martin Heinrich, como propuesta senatorial vinculada a H.R. 2757. February 2024 · The civil-rights record grows
The Puerto Rico Advisory Committee to the U.S. Commission on Civil Rights published a memorandum examining the Insular Cases and the Non-Incorporation Doctrine. PRSC’s February 16 response highlighted its testimony and welcomed the study. An advisory committee memorandum and an advocacy organization’s response are distinct documents; readers should consult the memorandum itself.
El Comité Asesor de Puerto Rico de la Comisión de Derechos Civiles publicó un memorando sobre los Casos Insulares y la doctrina de no incorporación. En su respuesta del 16 de febrero, PRSC destacó su testimonio y respaldó el estudio. PRSC reported that S. 3231 had reached 25 Senate cosponsors and H.R. 2757 had 95 House cosponsors. These figures describe the organization’s May 2024 announcement. They are historical counts, not live totals or evidence of passage.

PRSC responded to Governor Pedro Pierluisi’s announcement of a non-binding status vote alongside the November general election. The organization distinguished that local exercise from its campaign for a federally authorized binding process. The distinction matters when interpreting later results.
PRSC reaccionó al anuncio del gobernador Pedro Pierluisi de una consulta no vinculante junto a las elecciones de noviembre. La organización distinguió ese ejercicio local de su campaña por un proceso vinculante autorizado federalmente. Esa diferencia es esencial al interpretar los resultados posteriores.

Our advocacy should connect public mobilization to measurable institutional action. A hearing, a cosponsorship, a chamber vote, and an enacted law are different milestones. Accurate reporting strengthens the case for equality by showing both what has been achieved and what still requires action.
Nuestra labor debe conectar la movilización pública con acciones institucionales medibles. Una vista, un coauspicio, una votación de una cámara y una ley son etapas distintas. Informar con precisión fortalece la defensa de la igualdad al mostrar tanto los logros como las tareas pendientes.
