The public record

GAO reported that large FEMA funding obligations had not yet translated into completed rebuilding. Puerto Rico’s difficulty financing work before reimbursement and limited project capacity were among the risks requiring a coordinated federal and local response.

NAPREC analysis

Recovery delays belong in the statehood conversation, but they should not be used to claim that a status change would automatically finish construction. NAPREC's equality argument is about a durable voice in the institutions setting recovery rules. The operational test remains concrete: identify the bottleneck, assign responsibility, and report when it is resolved. Residents deserve both equal political representation and competent administration; neither demand should be postponed while the other is debated.

The statehood connection

NAPREC supports equality through statehood. Puerto Rico’s residents do not have voting senators or a final House floor vote through their Resident Commissioner, and Puerto Rico does not appoint presidential electors. Admission would address that structural representation question. It would not remove the need to legislate program rules, plan a transition, or hold government accountable for results.

GAO informó que importantes obligaciones de fondos de FEMA aún no se habían traducido en reconstrucción terminada. La dificultad para financiar obras antes del reembolso y la capacidad limitada para ejecutarlas exigían una respuesta coordinada entre autoridades federales y locales.

Análisis de NAPREC

Las demoras de recuperación pertenecen al debate de estadidad, sin prometer que la admisión terminaría automáticamente las obras. NAPREC defiende una voz permanente en las instituciones que fijan las reglas. La prueba administrativa es identificar obstáculos, responsables y fechas de solución. La igualdad política y la gestión competente son exigencias simultáneas.

La conexión con la estadidad

NAPREC apoya la igualdad mediante la estadidad. Los residentes de Puerto Rico no tienen senadores federales con voto ni voto final en el pleno cameral mediante su Comisionado Residente, y Puerto Rico no designa electores presidenciales. La admisión atendería esa representación estructural. Seguirían siendo necesarias reglas de programas, planificación de transición y responsabilidad por resultados.
