The public record

The House Natural Resources Committee scheduled another legislative hearing on the admission and self-determination bills. The record shows how both proposals remained part of congressional debate during 2021, rather than a completed change in political status.

NAPREC analysis

A second hearing should sharpen the comparison between admission and a convention, not simply repeat slogans. From NAPREC's perspective, a process earns confidence when voters can understand the destination and the steps needed to reach it. Compare who participates, what choices are defined, and what happens if Congress does not act. Those design questions are central to whether democratic consent produces a durable change rather than another unresolved consultation.

The statehood connection

NAPREC supports equality through statehood. Puerto Rico’s residents do not have voting senators or a final House floor vote through their Resident Commissioner, and Puerto Rico does not appoint presidential electors. Admission would address that structural representation question. It would not remove the need to legislate program rules, plan a transition, or hold government accountable for results.

Una segunda vista debe precisar la comparación entre admisión y convención. Para NAPREC, un proceso merece confianza cuando se entienden su destino y sus pasos. Hay que comparar participantes, alternativas y consecuencias de la inacción congresional. Ese diseño determina si el consentimiento democrático produce un cambio duradero o una consulta inconclusa.

La conexión con la estadidad

NAPREC apoya la igualdad mediante la estadidad. Los residentes de Puerto Rico no tienen senadores federales con voto ni voto final en el pleno cameral mediante su Comisionado Residente, y Puerto Rico no designa electores presidenciales. La admisión atendería esa representación estructural. Seguirían siendo necesarias reglas de programas, planificación de transición y responsabilidad por resultados.
