EPA awarded more than $200,000 to update Puerto Rico wetland inventory maps, supporting environmental planning with newer geographic information.
NAPREC analysis
Wetland mapping creates evidence for later decisions, so its value depends on accuracy, access, and use. NAPREC's equality approach asks whether Puerto Rico has the information needed to participate in federal planning on comparable terms. A mapping award is not a restoration project. Readers should look for the completed data, its limitations, and the agencies that will rely on it.
The statehood connection
NAPREC supports equality through statehood. Puerto Rico’s residents do not have voting senators or a final House floor vote through their Resident Commissioner, and Puerto Rico does not appoint presidential electors. Admission would address that structural representation question. It would not remove the need to legislate program rules, plan a transition, or hold government accountable for results.

Análisis de NAPREC
La cartografía de humedales crea evidencia para decisiones posteriores. NAPREC pregunta si Puerto Rico dispone de información adecuada para participar en planificación federal. Una subvención cartográfica no es restauración. Hay que buscar datos completos, limitaciones y agencias que los utilizarán.
La conexión con la estadidad
NAPREC apoya la igualdad mediante la estadidad. Los residentes de Puerto Rico no tienen senadores federales con voto ni voto final en el pleno cameral mediante su Comisionado Residente, y Puerto Rico no designa electores presidenciales. La admisión atendería esa representación estructural. Seguirían siendo necesarias reglas de programas, planificación de transición y responsabilidad por resultados.
