The public record

GAO reviewed public debt across the territories after Puerto Rico’s major restructuring. The report highlighted energy and import costs, population loss, and extreme weather as obstacles to growth and debt repayment.

NAPREC analysis

A debt update is most useful when readers can compare what changed since the previous review. NAPREC's approach asks which trends reflect improved conditions and which depend on uncertain projections. The statehood conversation should address transition planning honestly, without equating a favorable forecast with a guarantee. Clear fiscal information helps citizens evaluate government choices while maintaining the principle of equal political representation.

The statehood connection

NAPREC supports equality through statehood. Puerto Rico’s residents do not have voting senators or a final House floor vote through their Resident Commissioner, and Puerto Rico does not appoint presidential electors. Admission would address that structural representation question. It would not remove the need to legislate program rules, plan a transition, or hold government accountable for results.

A question for public officials

Which changes in the outlook reflect actual results rather than revised assumptions?
