The public record
EPA announced funding for drinking-water and wastewater upgrades through revolving funds. The announcement concerned available financing, not completed construction.
NAPREC analysis
Water infrastructure makes equality visible at the tap. NAPREC's statehood perspective asks for an equal role in the federal decisions behind funding, while evaluating this announcement on its own terms. An allocation is a starting point: communities need a project list, delivery schedule, and clear account of who benefits. The amount announced should not be described as water systems already repaired.
The statehood connection
NAPREC supports equality through statehood. Puerto Rico’s residents do not have voting senators or a final House floor vote through their Resident Commissioner, and Puerto Rico does not appoint presidential electors. Admission would address that structural representation question. It would not remove the need to legislate program rules, plan a transition, or hold government accountable for results.

EPA anunció fondos para mejoras de agua potable y aguas residuales mediante fondos rotatorios. El anuncio trató de financiamiento disponible, no de construcción terminada.
Análisis de NAPREC
La infraestructura de agua hace visible la igualdad en el servicio diario. NAPREC reclama participación igual en decisiones federales y evalúa cada anuncio por sus propios méritos. Una asignación requiere lista de proyectos, calendario y beneficiarios. El monto anunciado no equivale a sistemas reparados.
La conexión con la estadidad
NAPREC apoya la igualdad mediante la estadidad. Los residentes de Puerto Rico no tienen senadores federales con voto ni voto final en el pleno cameral mediante su Comisionado Residente, y Puerto Rico no designa electores presidenciales. La admisión atendería esa representación estructural. Seguirían siendo necesarias reglas de programas, planificación de transición y responsabilidad por resultados.
