The public record
GAO testified about missing territorial coverage in federal statistics and the consequences for allocating resources. It reiterated the need for a coordinated government-wide response rather than disconnected agency efforts.
NAPREC analysis
A hearing on territorial data gaps puts an often invisible problem on the public agenda. NAPREC's equality approach asks whether policymakers can compare Puerto Rico fairly when federal statistics omit or differently measure the territory. Better data do not dictate a political preference, but they improve debate and allocation decisions. The next step is to identify missing measures, responsible agencies, and a plan to produce comparable information.
The statehood connection
NAPREC supports equality through statehood. Puerto Rico’s residents do not have voting senators or a final House floor vote through their Resident Commissioner, and Puerto Rico does not appoint presidential electors. Admission would address that structural representation question. It would not remove the need to legislate program rules, plan a transition, or hold government accountable for results.

La admisión atendería esa representación estructural. Seguirían siendo necesarias reglas de programas, planificación de transición y responsabilidad por resultados.
