The public record
The Energy Department invoked Federal Power Act emergency authority to address generation and grid-security problems following an island-wide blackout. The announcement marked a federal intervention in Puerto Rico’s continuing reliability crisis.
NAPREC analysis
Emergency orders after a blackout should be evaluated against the disruption they aim to prevent. NAPREC can support urgent response while asking for public information on scope, costs, and expected duration. The statehood debate concerns representation and durable authority, not a claim that one order resolves territorial inequality. A useful record follows immediate operating measures alongside the permanent work needed for reliable service.
The statehood connection
NAPREC supports equality through statehood. Puerto Rico’s residents do not have voting senators or a final House floor vote through their Resident Commissioner, and Puerto Rico does not appoint presidential electors. Admission would address that structural representation question. It would not remove the need to legislate program rules, plan a transition, or hold government accountable for results.
A question for public officials
Which causes of the blackout are addressed by the orders, and which require other action?
